B. Fern is a vascular plant. Yet it is not

Although fern is vascular , it dosen't consist of seeds which is a characteristic of phanerogams.

They reproduce with the help of spores.

ANSWER :

Having vascular system does not decide whether the plant will fall under Phanerogams or not.

Phanerogams are those plants which produces seeds.

The first reason is that although ferns have the vascular system, but it does not produce any seeds. So they are not regarded as Phanerogams.

The second reason is that phanerogams have distinct roots and stem system but ferns belongs to pteridophyta where there is no clear division of the root and shoots.
