Stay warm. Feeling cold and clammy isn't going to help your morale at all. Invest in some good wool socks (preferably ones that don't itch), fuzzy leggings, corduroy pants, flannel-lined jeans, legwarmers ... anything you can wear both inside and outside. Also, make sure your house or apartment isn't contributing to the heat loss. In addition to the usual window/doorjamb/flue/etc. check, I recommend investing in a dehumidifier --- it's amazing how much warmer your house will feel after you've sucked a few gallons of water out of the air. (In addition to physical warmth, I recommend making sure your lighting is warm too. There's nothing worse than coming home to dim, blue-ish lighting that's a perfect copy of what's happening outside.)
See what the locals are doing. There's a reason why Portland and Seattle have such a strong coffee culture --- on a rainy, foggy, drizzly grey day, there's nothing better than sitting in a warm cafe with your hands around a hot mug of Pike Place Roast.
Stay busy. If you're working full-time, you probably don't struggle with staying busy during the week. On the weekends, though, try to minimize the amount of time you spend sitting around and looking out at the fog. If you're part of a faith community, make sure you don't miss their coffee hour or book group. Find a volunteer gig that will get you out of the house for a few hours on Saturday mornings. Have a regular dim sum date with friends. Spend some time reading the newspapers and magazines in your local public library. Just do whatever you can to get out of your own head (and preferably out of your house).
Embrace the rain. Honestly, now that I'm living in a more arid climate, I miss the sound of rain on the roof as I'm falling asleep. I miss seeing the rich green landscapes that can only be fostered by that much rain. I miss having winter weather that I didn't have to scrape off my windshield or shovel away from my driveway.
And like another commenter mentioned, lightbox therapy can work wonders, as can vitamin D supplements. If you bring up your depression with a local doctor, chances are they'll know exactly what you're talking about and they'll have even more suggestions for treatment.
