Solution :

3(x - 3) = 2(x + 1) - 4 \\ 3x - 9 = 2x + 2 - 4 \\ 3x - 2x = 2 - 4 + 9 \\ x = - 2 + 9 \\ x = 7

Hence, the value of x is 7
