The twin obligations that Mandela talks about in his speech are:-
1) Obligation towards the family members.
This refers to his obligations as a husband, a son, a father, etc.
2) Obligation towards the nation.
This refers to helping people of the nation, uplifting their country and working for everyone's safety and equality as a good leader.
Mandela also tells that he failed to meet his first obligation while opting for the second. He could not do his duties as a father, a husband, and a son, while his only duties were for his nation.
