I keep wanting to explain these politics to myself, because it seems to me that politics caused this war, making it our everyday reality. Zlata Filipovic is here today, out of a cold cellar, safe from mortar shells, liberated from the war in Bosnia.

Answer:

Zlata saw the world, full of pain and sadness from her window.  She saw lots of beautiful pedigree dogs roaming the streets who were disowned by their owners for not able to feed them.  She also watched a cocker spaniel cross the bridge looking for his master, not knowing which way to go as he was lost.
