Time on 0° longitude is called G.M.T. this is standard time of earth . Earth rotates from west to east so that sun arises from east and sunlight takes 4 minutes to cross one degree longitude means 360×4=1440 minutes or 24 hour .

The time of a place depends on the longitude of that place because longitude of a place specifies whether that place is in west or in east. ... Now since Earth is a circle rotating from west to east, there is only half part of the earth that is in front of the sun at a time.

Latitudes are horizontal lines on earth's surface and longitudes are vertical vertical lines on earth's surface. Since earth rotates vertically not horizontally hence we use longitude to measure time and not latitude.
