In democracies, the foreign policy makers are also either elected politicians or work for elected politicians who all have to answer to the public. Since the decision-makers are politicians who need to get elected, the opinion of the domestic audience basically dictates what you do in the foreign policy realm. Even in non-democracies, foreign policy makers are still public officials/leaders who are first and foremost bound by the public opinion of their domestic constituencies. Therefore, domestic politics and opinion are paramount to the foreign policy of a state.
All the true experts on foreign policy - all the academics, bureaucrats and technocrats who understand other countries and international issues extremely well - can only provide advice, and have no major decision-making power, which is the sole purview of the politician. Obviously the foreign policy professional can educate the politician on the issues, and in many cases, the issues will be so complex and nuanced that the politician either does not understand, and more importantly, the public does not care. So in such cases the foreign policy expert can actually “make policy”, but only because it’s not so much under the public radar - such as US policy towards small countries like Malawi, Laos or Paraguay or international monetary policy, which the public rarely understands or cares about. Then by definition, the important politically sensitive/hot topics will certainly be solely dictated by the political environment - such as North Korea, China, Israel, Russia, climate change, refugees/immigration policy etc.
Another distinction is the making of policy - which is very strategic, high level and has little substance, and the implementation of policy. While foreign policy as explained above is made by astute politicians, the implementation of policy on a day-day basis is done by those foreign policy experts and bureaucrats. Zoom one level down and there are hundreds of tasks and lower level decisions that the politicians will not make, which will then be made and done by the foreign policy experts, but all under the bigger strategic framework set by the politician.
