Bacteria fungi and plants all have the cell wall but they are placed in different group or divisions because the division is not only based on having cell wall or not, but also based on the type of nucleus, organisms is multicellular or unicellular, mode of nutrition etc. 

- Since bacteria have undefined nucleus (nucleoid) they are placed in Monera
Fungi have defined nucleus and cell wall like plants, but they are not autotrophic. Hence, their kingdom (Fungi) is different from plants (Plantae)

- Plants are multicellular eukaryotes and they can make their own food. 

- Due to these reasons, they are placed in different groups.
