Bacteria have a simpler body plan as compared to human beings who have a complex body organisation. Does it mean that human beings are more evolved than bacteria ?

Complexity of organisms does not define the rate of evolution. Similarities are:

1) Bacteria and human beings are still evolving.

2) Both are well adapted to changes.
