it depends on how evolution is done if evolution is done on complexity a body design then human beings have complex body structure while bacteria have simpler body design but if in case of survival bacteria can survive in complex condition, craters of volcanoes, unfavourable condition by forming cyst cell etc but human can't in that case human beings are more evolves then bacteria.
