PbO2+H2O+OH -> Pb(OH)3​

According to the equation we can see that in one side the number of oxygen is 2 and in the another side the number of oxygen if 3

So we need to balance that as well as we have Hydrogen in another side with number 3 so we need to add that in one side.

Therefore if we add H2O in the left side with OH we can balance that.
