n = number of balloons

P1 = pressure of balloon = 1 atm

V1 = volume of balloon = 4L

P = pressure of cylinder = 10 - 1 = 9 atm here we should take 9 atm because

the gas in the cylinder will slowly move into the balloons but when the pressure of gas falls to 1 atm gas stops diffusion as pressure in the cylinder and balloon is equal . so in these type of problems we have to do in this way.

V = volume of cylinder = 8L

n x P1 x V1 = P x V

n x 1 x 4  =  9 x 8

n = 18
