According to band of theory,
Metals conduct electricity due to their valance electrons present in the and their is no gap between the bands of metals. This helps the excited electron to move from one orbital to another.Hence this is why they can conduct electricity.
Insulators has gap between conduction band and valance band which is high,due to which insulators don't conduct electricity.
Semiconductor has little gap between valance and conduction band,due to which only some electrons can jump when incited.
