The main barriers for Strategic Evaluation will be “Lack of Motivation” and Lack of Proper Measures to assess.  

Lack of Motivation can be from the “Strategists” side and from the “Workers” side.  Strategists / Managers will not have an inclination to do this task and will not know how to reward the target achieved.
 

Lack of Motivation from the workers side will be that they may not know the importance of this task. Educating them, getting the work done and evaluating will become a time consuming job.  In certain cases, after evaluation, the whole strategy has to be scrapped and new one has to be implemented and this will be met with resistance.
 

Lack of Proper Measures: In order to measure the strategy, there are financial statements of the company, finding the opinion of the workers/customers through questionnaires and interviewing people, mostly, the customer will yield results to certain extent.  But, with regard to the opinion of Managers or the strategists, there is no tool to assess.  If a tool is found to assess then, we will be able to get conduct strategic evaluation without any hindrances.
