Base produces hydroxide ion then why on ph scale it shows hydrogen ion concertration ?

In fact bases have both hydrogen and hydroxide ion concentration. However, hydroxide ion concentration is more in bases than in acids. The vice-versa happens in case of acids.
On the other hand, water has equal hydrogen and hydroxide ion concentration due to which it is neutral.
