Democracy ? We certainly think we know what she is and what she should be. His manipulations and uncomplains shock us indeed with the strength of evidence. The multiple dysfunctions of the representative system leap to the eyes of all citizens, fueling an atmosphere of disenchantment. Democracy has indeed always been under tension, torn between constitutive principles that are sometimes difficult to reconcile: the imperative of competence and the demand for proximity, the number and the reason, the fidelity to the commitments of the mandate and the responsiveness to the changes, the development of binding procedures for the power and exercise of a sovereign will.

But we must go further, much further. It is indeed now beyond representative electoral procedures that democracy must be apprehended and its development considered. The economic and social crisis that is now beginning to shake the world invites us to reconsider in depth the way nations conceive their modes of organization and regulation. It first makes urgent a new approach to what constitutes the social link and allows to "make society" (which reflects the creeping concern over the advent of a "society of distrust"). It also calls for ways to better include the future in the present and to "represent the future" in an organized way. This crisis is not only the order of a breakdown that we would suffer until a return to normal. It forces us to think more radically in the terms of a "great transformation".

A new cycle must thus open up in the life of democracies, as decisive as those of the conquest of universal suffrage in the nineteenth century, and then of the establishment of welfare states in the twentieth century. We must now give our democracies a broader basis, to understand them differently and to enrich their meaning. They are to be reinvented.

We can infer that democracy is the best type of solution where people get the right to elect their own leader and have their rights and freedom and liberty to express their own opinion
