They were of educated middle class and believed in forming administrative groups to inform the foreign government about their flaws at regular intervals. They believed in peaceful methods of protest such as marches and satyagrahas. They made various demands to foreign government through political ways and asked them to be fulfilled. They had liberal ideology and so, they got less success than extremist nationalists.
