Ulysses' complaint was that he was not leading the kind of life he wanted to. He was reduced to being an 'idle king'. He wanted to lead a more active life, but he was stuck. His wife too was of no help, because she was 'aged' and not young at heart like Ulysses. He wanted to go on adventures and experience the world. He wished to ‘sail beyond the sunset’, meaning to go on long journeys to exotic places and wanted to gain a lot of knowledge.  Instead, he was only ruling over a ‘savage race’, which did not give him any satisfaction.  

 

Adventure meant a lot to a warrior like Ulysses. It was the essence of life, which he was missing. He did not like to ‘rust’ and instead wanted to ‘shine in use’. He was also concerned that one life was too short to do everything that he desired to, but hoped that he could accomplish something worthwhile before death.

 

So, his complaint was regarding the kind of worthless life that he was leading as a king and the lack of enthusiasm in his routine.
