Meristematic tissues aren't foundin plant cells, plant tissues are made of meristematic cells. These new cells don't yet have a function (they are undifferentiated) and are anywhere in a plant where growthoccurs. They become roots, stems or flowers depending on their location and the chemical signals they receive.
