Localised here means to be located in specific regions only. like meristematic tissues are found at apex, lateral sides of the plant , internodes, on the base of leaves and roots only.

A plant's growth stops at a certain age of it ... like it does in humans. therefore meristematic dies before the plant die on its own, but if the plant is plucked or cut the meristematic tissues remain in them and change to permanent tissue.

No as meristematic tissues always change to permanent tissue at a certain age of the plant .
