➡When salt / sugar is added to water , the water level doesn't rise because the particles of salt and sugar get into the empty spaces between them . Hence the water level doesn't change . It shows that salt and sugar are Soluble in water
➡But when we add salt or sugar to a saturated solution { in which no more solute can be dissolved } the water level rises up as there is no empty space to accommodate the particles

here's ur answer...
the water level not rises when we add sugar or salt in it because they get dissolved in water and fill up the pores of water. so it won't rises.
on the other hand, saturated solution is a solution when no more solute can be added at any particular temperature. means the solution has dissolved ad much solute as it can dissolve in it and no more solute can be added.
so if we will add sugar or salt in saturated solution, then where it will go? the pores of water is already filled. so the level of water rises when we add sugar or salt in a saturated solution.
