Answer is refraction, it is the main reason behind this phenomenon.
The medium here is air and water and we know that water has higher refractive index than air which causes refraction. And because the medium changed, the speed of light changed which is obvious and that is why the stick seemed to be bent.
When any object, here, a rod is dipped in water. When any object is placed such that it is placed in two mediums, the ray of light travels from the the media and reaches our eyes.
