He decided to pack for his holiday. His real intention was to inspect how his friends George and Harris were packing.
Jerome forgets to pack several things and he keeps on packing again and again. He has a naughty pet dog who always aims to make people mad at him.
He keeps on disturbing George and Harris not letting them pack. The entire chapter revolves around small incidents, that both Jerome and the Dog did to irritate George and Harris and disturb them by not letting them pack their baggage.
