Magnesium ribbon is rubbed with the sandpaper before burning is to remove all the impurities which will alter and disturb the reaction with oxygen while burning. Magnesium react with oxygen to form magnesium oxide, which does not burn....

Answer:

Magnesium reacts with oxygen present in the atmosphere and forms a white layer called magnesium oxide on its surface, the magnesium oxide so formed is unable to burn that's the reason we rub magnesium ribbon with a sand paper to remove it.
