problems with Srilanka :
☆ Government adopted majoritarian measure to establish sinhala supremacy. In 1956, an act was passed to recognise sinhala as the only official langauage thus disregarding Tamils.
☆ The govt followed prefential policies that favoured sinhala applicants for the University positions and govt jobs.
☆ A new constitution stipulated that the state shall protect and foster Buddhism.
☆ Sri lankan thamils felt that none of the major political parties led by the Buddhist sinhala leaders were sensitive to their langauage and culture.
Problems with Belgium:
☆ The Dutch speaking comunities were dominated by the population in the country.
☆ But in the capital of Belgium, Brussels, the number of French speaking communities is more populated as compared to the Dutch people living in the capital.
☆ Belgium had an ethnic composition of 59% Dutch speaking, 40% French speaking, 1% German speaking people.
☆ so,the power sharing was not applicable for the Belgium.
Outcome of problem with Belgium:
- constitution pescribes the no. of Dutch and French speaking ministers shall be equal in the Central government. Some special laws require the support of majority of members from each linguistic groups. Thus no single community can make decisions unilaterally.
- many powers of the central govt have been given to the State govt of the two regions of the country. The state govt are not subordinated to the central govt.
- Brussels had separate govt in which both the communities have equal representation. The French speaking people accepted equal representation in Brussels bcz the Dutch speaking people accepted equal representation in the central govt.
In Srilanka:
- By 1980s several political organizations were formed demanding an independent Tamil Eelam (state ) in northern and eastern parts of Srilanka.
- The distrust b/w the two communities turned into wide spread conflict which resulted into a Civil war.
