Explanation:

On heating with aqueous KOH chloroethane forms ethanol but chlorobenzene does not react under the same condition. ... Chlorobenzene undergoes resonance,due to lone pair on chlorine atom. Phenyl cation is formed which is highly stable.So,it can't undergo nucleophilic substitution reaction.
