"Bertie, why do you bound" is a line from a song from around 1909 called Bertie the bounder. You can listen to a sample of it at that link. Bounder is an old fashioned word for a "dishonourable man" (Oxford English Dictionary, Kindle Edition). As Glasguensis says, to bound also means to jump or leap about.
