This was one of my favorite things to write in high school. I'd always take them way too seriously, but I had a set of rules I'd tend to go by. Though I don't know the parameters of yours, there are a couple things you should consider:
1. Is there a time limit?
Based on attention span and how many speeches students will see that day, you'd be wise to keep it between 1 minute 15 seconds to 1 minute 30.
2. What will you be doing with this elected position?
Is it fun? Is it professional? Your speech should reflect this.
3. What represents you?
If you're not generally funny, don't try to do a funny speech. If you're not generally serious, don't do a serious speech. People will see from you what they already know and you're job is to highlight the best parts of yourself as it relates to the position you're going for.
4. 7 second rule.
You need to grab their attention in the first 7 seconds. Give them a reason to continue to listen. If they give a look of "what is going on" or if there is a burst of laughter, you're in. Without this, the rest of the speech is often wasted time.
5. Whats topical?
If there is something (phrase, person, show, etc) that really stands out right now, this may be a good subject to frame your speech around.
6. Practice.
Know your speech cold and give it in front of people. Not too many, but a select few you trust to give honest feedback. The more comfortable you are will show, and it's too often the brightness of a spotlight can throw off those who are not fully prepared. Practice with distractions. Practice at night.
