I've been to Italy and have lived there for two years to pick up my Italian. Norway is pretty cold it does sometimes have 25 degrees Celsius or this summer has 32 degrees. Which is nice but i guarantee norway Norway will always be colder. In norway there is always snow on top of mountains Italy no.
Norway is pretty cold in some summers, it even snows up north. Italy therefore is not colder so Norway is colder I hope I answered your questions.
