The modulus of elasticity of steel is greater than that of rubber because under the same stress. Modulus of elasticity is inversely proportional to strain for a given stress. If steel and rubber are under the same stress, the strain in steel is less than rubber . Hence steel is more elastic than rubber.

As we know the change if length dL in rubber is more as compared to change in length of steel and now we have the relation
Here y is inversely proportional to dL thus if dL is more Young modulus is less and if dL is less then Young modulus is more .
So in comparison dL is more in rubber so it has lesser value of Young modulus while dL is less as compared to rubber in steel therefore Young modulus have more value than that of rubber
