ड्राफ्टिंग समिति ने संविधान का पहला मसौदा फरवरी, 1948 में प्रकाशित किया था। इसपर चर्चा के लिए आठ महीने का समय निश्चित किया गया। सार्वजनिक टिप्पणी, आलोचनाओं और सुझावों के बाद ड्राफ्टिंग समिति ने दूसरा मसौदा तैयार किया जिसे अक्तूबर 1948 में प्रकाशित किया गया।
