Actually this was not an ideal, this idea first came to R K Narayan and he put forth it in an essay “Toasted English”.

Indians are generally go free people who have no respect for rules( be it traffic rules or table etiquette) hence their language i.e bharat english should also be free from useless rules that spoil the beauty of english Language.

Indians are really Instinctive people( well…i am) so therefore Bharat English should also be an Instinctive Language. One must not think before speaking it should come out on its own.
