यह आईलैंड ओडिशा राज्य की सीमा के अंतर्गत आता है। पहले यह इन्टीग्रेटिड रेंज ओडिशा के चाँदीपर जिले में बनाई गई थी परंतु कुछ समय बाद इस रेंज को बलियापाल जिले में स्थित करने का फैसला लिया गया,जिसे ओडिशा सरकार ने खारिज कर दिया।

फिर सन् 1993 में ओडिशा सरकार ने डी.आर.डी.ओ. को व्हीलर आईलैंड सौंप दिया जिसपर वो अपने मिसाइलों का परिक्षण कर सकें। यह अब्दुल कलाम द्वीप आम जनता की पहुंच से बहुत दूर और सुनसान है जिसकी वजह से कोई खतरा भी नहीं होता।
