Chief Minister: Yes, of course. Suppose there is too much garbage being generated in a city. The residents would want it picked up quickly. So we need to introduce garbage trucks. Now the people who were collecting the garbage on pedalled carts will lose their livelihood, but they cannot drive trucks.
Aarya: So, it becomes hard to decide what to do.
Chief Minister: And how to do it without hurting or harming anyone else.
Bhavya: That is indeed a difficult situation to be in, on a daily basis!
Chief Minister: Indeed it is, and requires a lot of problem solving skills, which is why I have my ministers to advise me. Each one handles a special responsibility and has knowledge about that field.
Aarya: That is why we need a cabinet of ministers.
Chief Minister: Yes. And now if you please excuse me, I need to get to the cabinet meeting.
