Because in a pipe the medium throughout is same (air) and light has a property of moving stright in a particular medium.
But we can actually see candle flame through a bent pipe under some conditions.
If I will try to tell u everything in detail then this would be the most boring article on earth.
But in brief, if we fill the pipe with variable refractive index material, low to high and curve the pipe in a particular shape (cycloid) then we will be able to see candle flame.
Footnote: Those physics people who are thinking of Total Internal Reflection throughout the pipe, no I used the concept of multile refraction.

No,he will not able to see the flame of the candle because the reason is that "light always travels in a straight line".
