let the speed of bicycle be x.
then while moving in direction of wind it's speed would be (x+10)
similarly while moving in opposite direction of wind it's speed would be (x-10)

we know that time =distance /speed

so time taken while moving in direction of wind =60/(x+10)

time taken while moving in opposite direction of wind =60/(x-10)

total time=60/(x+10)+60/(x-10)
