Black is a colour and white is also a colour. Then why black and white t. v. set is not a coloured tv set?

Black and white are colours but only two colours… in colour TV with this black and white other colours are there which makes a complete picture. That Black and white are very special too with the help of this two colours you can atleast create some attractive pictures. So black and white have its own value and more colours complete it. no colours accept this two has that combination. So It's also a reason.
