Actually, its a combination of multiple factors that make sure that the blood does not clot.

1. The blood has a "laminar flow" within our blood vessels, so that the central parts has all the cells(RBCs, WBCs etc) while the periphery has the fluid.
2. The blood vessel walls have numerous factors which ensure that the walls remain smooth and do not interact with the normal flow of blood.
3. The blood in our body has numerous clotting factors (12 to be precise) that make sure that the blood does not clot as long as its inside your blood vessels, but as soon as the blood gets exposed to Air/environment, by a wound to the blood vessels, these clotting factors interact with each other through a complex series to form a blood clot which stems the bloodflow and thus reduce the further loss of blood.

 i would like to add to the first answer is that, blood in the vessels contain fibrinolytic system consisting of an enzyme plasminogen activator which converts plasminogen to plasmin thus lysing the small fibrin clots if formed..
