A group of cells functioning together forms tissue. It should necessarily not be a rigid structure. Blood is known as fluid connective tissue. It has various cells like RBC's, WBC's and platelets which contributes to the well-being of our body.Since blood has so many cells, each performing its own function we call it as a tissue. It is a fluid because its composition mostly (90%) consist of Plasma.

Explanation:
blood is pumped by heart and transported to different parts of our body, and which is returned back to the heart to repeat the process. blood is both a tissue and a fluid cause the liquid part of blood is made up of plasma which contains oxygen, water, salts and proteins and the solid part is made up of RBC and WBC
