The solution is either alkaline (or basic) or neutral.
because,blue litmus does not change its colour in neutral or alkaline (basic) solution.

No it cant be so because it depends upon texture and ph of acid or base means it depends upon the solution if it contain acid it turn blue to red if it is base it remains same
