Solution:

Let the previous price of 1kg of paint be 100.

Bob can buy 10kg of paint with rupees x.

Now the price of paint increased by 45% so the price become 145.

He increases his expense by 30% so his expense becomes.

$x \times \frac{30}{100} + x \\ \frac{13x}{10}$

Previously he paid 1000 for buying 10kg.

So, x is equal to 1000.

Let now he is buying y kg of paint.

So, we can write-

$1300 = 145 \times y \\ y = 9$

Thus the quantity decreased by-

$\frac{10 - 9}{10} \times 100 = 10\%$
