Boiling is a bulk phenomenon because particles from the bulk (whole) of the liquid change into vapour state..its not like sm sections of the water evaporate and others dont....the boiling effect is undergone by the whole liquid.....

The boiling point of water is 100 C.It is called bulk phenomena because particles inside liquid gains adequate energy to change into vapour state and this happens only at boiling point.
