Boiling point of water is 100 degree celsius.Can it be made boil at 98 degree celsius or at 102 degree celsius?

Its not possible. It could only happen when if there are any impurities present or any solute added.

Yes, it can made to boil at 98 or 102°C by decreasing or increasing the pressure respectively.
