yes it is because it is kept at the centre of the table so it is balanced force because it is balanced

it is because a force from downwards (gravitational force) acts on a book. But a table also exerts a force normal to the surface in an opposite direction to the gravitational force .So,according to the Newton's second law of motion the resultant of all the forces acting on the body becomes 0 and hence the body remains in its position .so it is an example of balanced force
