both the hemispheres do not experience summer at the same time why

This is due to the continuous revolving of the earth. When the Earth is revolving around the sun, only one side of it receives direct sunlight, and experiences sunlight. Also, the tilt of the Earth's axis at 23.5 degrees makes it so that only one hemisphere has summer.
Hope this helps!
