Let's assume this box are cube in shape. Now the 18cm tall box could form a stack of height 18cm, 36cm, 54 cm and 72 cm and so on while the other box hich is 12 cm tall could form a stack of 12cm, 24 cm ,36cm, 48 cm and so on.

Now we can clearly justify that the box could stay at 36cm tall block,2 box of 18cm are kept together with 12 cm tall 3 box then the total hight will be same.

This is the shortest height at which this two boxes stack at the same height.
