due to intermolecular forces...in brick...it has strong intermolecular forcea which hold the struture tight nd very close to each other so is solid..but in water the intermolecular forces are weak..weaker then that of solid but stronger then that of gases....therefore liquid

Brick is said to be a solid because it meets all the characteristics of solid that are :
It have definite shape .
It is hard and rigid .
Intermolecular force of attraction is very strong.
Kinetic energy is lowest .
It has negligible compressibility.
It doesn't flow .
It have high density.
Water is said to be a liquid as it meets the characteristics of liquid that are :
It don't have any shape .
Intermolecular force of attraction is very weak .
It have maximum kinetic energy.
It has high compressibility.
It flow very easily .
it have least density.
