Parliament consists of Lok Sabha Rajya Sabha and the president who are respectively; the directly elected people's representatives from all constituencies of India, the indirectly elected MPs representing the states, and the head of the govt, the president.

Their main function is to draft new laws based on the needs and directions of the people who elected them.

Also the union executive that is the bereaucracy (IPS, IPS, IRS, etc) are responsible and answerable to their respective ministries or dept which is headed by an MP.

So basically parliament frames laws and holds the state machinery responsible to the public. It's a democratic way of governing the country as per the public sentiments, within the confines if the Constitution.
