Local assemblies like sabha , urs and Nagrams of the pallavas , administrated the towns and vilages .The king maintained a army and sometimes a navy too . Some kings even got soliders from Samantas. Around 5th century AD , the worship of Vishnu and Shiva was revived , and various goddesses came to be worshiped widely . Worship was based on bhakti . worshippers of Vishnu were called bhagvatas . They worshipped Vishnu's various incarnations.
