Composition: Revenue district shall be the jurisdiction of zilla parishad (ZP) .It was considered to be a coordinating unit, unlike panchayat samiti, in addition to performing supervisory functions .All the presidents of panchayat samiti are the members of zilla parishad

In some states, each panchayati samiti in the district, elect some members from among its member to zila parishad.
The president of all the panchayati samiti are ex-officio members of the zila parishad.
There will be reservation for schedule castes and scheduled tribes and women.
